The article states how if the astronauts stopped to the moon before going to Mars, it might lower the expenses of the journey. Since the moon has 1/6th the gravity of the Earth, it would be easier for a spaceship to launch off of the moon. It would save the Space Program a lot of money. The moon would act as a sort of a pit stop, and the spaceship would refuel. Some might argue that it just makes the trip longer, but it might save fuel and potentially work better than launching from Earth and going to Mars.
